At Cost Setting Not Working

I've been using the "At Cost" setting for employees for years and it has worked fine with products that have modifiers set for pricing.
Product cost is set to $0.00 in product control with different prices based on size in the modifiers section.
The cost is set correctly through modifiers for non-employee retail purchases.
Suddenly the setting has ceased to function in the Employee/At Cost with modifiers scenario.
At Cost still works fine with products that have a fixed price set.

If I understand correctly it's not working when:
Product Price Level: Employee.
Customer Level: At Cost.

Was there any change when this started happening?

On items that use the modifier for pricing, all Product Price levels are set to $0.00.
When a given item is picked and the size picked from the modifier pop up, the item is priced correctly for a regular customer set to retail.
When a given item is picked and the size picked from the modifier pop up, the item price is set to the selected size price plus the cost set in the product window for an employee purchase having their price level set to At Cost.

This has always worked correctly in the past.
There were no changes made other than the usual adding new products. This occurs with products that have been in the system, in some cases for years and now also new products that use the Modifier to select pricing.
